WV Democrats Call on Senators Capito and Justice to Oppose Trump's 'One Big Beautiful Bill'

June 30, 2025

Charleston, WV - The West Virginia Democratic Party today urges U.S. Senators Shelley Moore Capito and Jim Justice to reject President Trump’s budget reconciliation measure, the so- called “One Big Beautiful Bill Act,” citing its glaring hypocrisy: massive tax giveaways for billionaires and the top 1% funded by deep cuts to life-saving services for everyday West Virginians.

The bill’s tax breaks overwhelmingly benefit the ultra-wealthy-even though they worsen the federal deficit. The Congressional Budget Office estimates the legislation would balloon the national debt by at least $2.4?trillion-and possibly as much as $3.8?trillion-over the coming decade . It’s fiscal irresponsibility masked by giveaways to the richest Americans.

This irresponsible legislation will hurt middle class West Virginians, students, the elderly, and those living pay check to pay check.

Medicaid cuts would strip coverage from 69,000 West Virginians and 7 rural hospitals already on the brink would almost certainly be forced to close. These include the Logan Regional Medical Center, Welch Community Hospital, Broaddus Hospital Association, Minnie Hamilton Health Center in Grantsville, Grafton City Hosptial, Montgomery General Hospital and Jackson general Hospital in Ripley.

SNAP reductions would intensify food insecurity, limited support for struggling families and strain our local food banks.

Disability services-so vital in our home state, where one-third of residents live with a disability—face severe funding cuts.

Clean-energy tax credits elimination will raise energy costs and threaten energy job growth in Appalachia.

Pell Grant changes will hike higher-education costs, burdening low-income students in West Virginia.

Mike Pushkin, Chair, West Virginia Democratic Party said, “This bill makes the wrong choices. It uses deficit spending not to invest in infrastructure or Appalachia’s future, but to reward billionaires—while slashing vital services that West Virginians depend on. Senator Capito and Senator Justice must stand with our communities, not with the billionaire class.”

House Minority Leader Sean Hornbuckle said, “The ‘Big Ugly Bill’ is anti-West Virginian-plain and simple. Even Senator Justice has warned that ‘people are going to get hurt, people are going to be upset’ if this Republican proposal passes. The bill rips away healthcare, food assistance, and lower energy bill options, all to fund massive government handouts to the wealthy elite. In West Virginia, we take care of our neighbors—we don’t steal from them and kick them while they’re down. This should be an easy ‘no’ vote for Senators Capito and Justice. End of story.”

Republicans preach deficit reduction yet vote for a bill that would balloon the national debt by up to $3.8?trillion. They promise fiscal responsibility while reinforcing wealth inequality and cutting healthcare, nutrition, and disability supports. It’s a betrayal of their financial promises and a political win for the wealthy elite.

This so-called “Big Beautiful Bill” fails the test of fairness and responsibility. It mortgages our future to pay for tax giveaways at the expense of West Virginia’s most vulnerable. We call on Senators Capito and Justice to vote NO.
