ANNAPOLIS, MD - Governor Wes Moore today announced the appointment of Katrina Wiggins as acting administrator of the Property Tax Assessment Appeals Boards. Wiggins will oversee the operation of local boards in each of Maryland’s jurisdictions; her appointment is subject to confirmation by the Maryland Senate during the 2025 legislative session.

I am confident that she will be the kind of partner our local boards deserve as they continue their critical work throughout the state," said Gov. Moore. "We thank Katrina for raising her hand and taking on this role."
Established in 1973, local property tax assessment appeals boards in each of Maryland’s 23 counties and Baltimore City hear appeals regarding property tax assessments, local tax credits, local taxes, and special taxing areas. The state administrator coordinates administrative, regulatory, budgetary, personnel and legal support to the local boards, in addition to promoting uniform rules and regulations, providing advice to taxpayers regarding their right to appeal, and preparing reports required by local boards.

Katrina Wiggins brings more than thirty years of leadership experience in organizational management, human resources, business development, and compliance to her new role. She previously served as chief of staff for the District of Columbia Water and Sewer Authority. She also served as director of human resources for several organizations including DC Water, the Washington Metropolitan Area Transit Authority, and the National Capital Chapter of the American Red Cross. Having recently served on Prince George's County Property Tax Assessment Appeals Board, she brings extensive knowledge of local board operations.
Wiggins holds a B.A. and an M.S. from American University.
